In the initial phase, the agreement covers Finland, Germany, Denmark, Lithuania and Norway. FORCIT said the total value of the agreement amounts to hundreds of millions of euros.
The agreement is based on a Framework Agreement signed after the 2024 Letter of Intent. Belgium, Latvia, Lithuania, Norway, Poland, Sweden, Denmark, Germany, Finland and Estonia are using that framework to further define cooperation within the Naval Mines Cooperation project.
Possible areas of cooperation include joint procurement, naval cooperation, logistics, operations and lifecycle management. They also include exercises and training, information exchange and weapon system development.
FORCIT described the agreement as a strategically important milestone for the company. It said the deal shows growing demand for specialised naval defence expertise as European countries strengthen defence capabilities, security of supply and interoperability.
The company said the agreement also reinforces its international competitiveness in defence technology. It said it strengthens FORCIT’s position as a frontrunner and leading specialist in area-denial systems.
FORCIT’s Blocker is a modern seabed-deployed influence sea mine system. The company said it combines advanced sensor technology, insensitive munitions and long-term lifecycle support expertise.

The framework agreement supports FORCIT’s growth in the defence industry. The company said it also highlights the importance of Finnish expertise in strengthening European security.
