German defence ministry presents new National Security and Defence Industry Strategy

The German Federal Government has introduced a new National Security and Defence Industry Strategy (SVI Strategy) to address evolving security challenges. The strategy, adopted this week, replaces the 2020 framework and aims to enhance Germany’s defence capabilities while reinforcing European cooperation and resilience.

The updated strategy reflects the changed global security landscape, particularly in response to the Russian war of aggression in Ukraine. Its primary objective is to strengthen the German and European defence industry, with measures to promote greater independence and self-reliance. “It is crucial for Germany’s defence capability for us to have our own innovative and efficient defence companies,” said Defence Minister Boris Pistorius. The strategy, he noted, prioritises promoting key technologies domestically and facilitating international collaboration to effectively close NATO’s capability gaps.

The SVI Strategy establishes a comprehensive framework for Germany’s defence policy, addressing both national and European security needs. Economics Minister Robert Habeck underscored its importance: “The overriding task of German security policy is to ensure that we can continue to live in peace, freedom, and security in our country in the future.” He added that the strategy is a long-term effort to bolster Europe’s collective defence capabilities.

One of the central pillars of the strategy is strengthening European cooperation in defence. By standardising systems and better coordinating industrial capacities, Germany aims to enhance Europe’s ability to respond to current and future threats. The Federal Government highlights the critical need for a robust European industrial base to ensure joint resilience and readiness in the face of emerging challenges.

The SVI Strategy also outlines measures to support supply chain security, facilitate investment in defence-related industries, and remove regulatory barriers hindering growth. Additionally, it aims to ensure the availability of skilled professionals to sustain the industry’s development over time.
