Russia is producing about 110 ballistic missiles a month and has more than 700 in stock, Ukraine’s military intelligence agency, HUR, estimates. The agency puts Russia’s cruise missile stockpile at several thousand.

About 65 of the ballistic missiles produced each month are 9M723 rounds for the Iskander system, according to HUR, which estimates that Russia has 115 in stock. Russia is testing a version of the Iskander-M with a range extended to 700 kilometres, but it is unclear whether production has begun.

The assessment says Russia has temporarily halted production of its Kh-47M2 Kinzhal missiles because of accuracy problems. Factories that made the Kinzhal have switched to producing other ballistic missiles.

The Kh-101 cruise missile remains one of Russia’s main weapons for large-scale strikes, and actual production is likely well above the planned rate of more than 80 a month despite reported quality problems. Russia also produces about 30 3M14 Kalibr cruise missiles a month and has more than 450 in stock, with the navy holding them as a strategic reserve, according to the assessment.

HUR estimates that Russia holds 120 3M22 Zircon hypersonic missiles and produced 30 in the first seven months of 2026. Unofficial Ukrainian assessments suggest Russia has rarely used them in the war.

The assessment puts Russia’s stockpile of 3M55 Oniks anti-ship missiles at about 600, with 55 produced in the first seven months of 2026. HUR says Russia has an upgraded Oniks that can fly farther and strike land targets, but the agency could not establish its range or warhead weight.

Russia also has an estimated 400 RM-48U missiles for its S-400 air defence system and produces about 40 a month. The assessment says Russia uses those missiles both for air defence and for strikes on ground targets.
