Finnish shipbuilder Rauma Marine Construction to build two Arctic Security Cutters for U.S. Coast Guard

Rauma Marine Constructions has been awarded a contract by the United States Coast Guard to build up to two Arctic Security Cutters, with construction to begin immediately at its Rauma shipyard. The award forms part of a wider agreement between the United States and Finland to accelerate the delivery of icebreakers to strengthen U.S. Arctic capabilities, with the first vessel expected to be delivered in 2028.

Rauma Marine Constructions has been awarded a contract by the United States Coast Guard to build up to two Arctic Security Cutters, with construction to begin immediately at its Rauma shipyard. The award forms part of a wider agreement between the United States and Finland to accelerate the delivery of icebreakers to strengthen U.S. Arctic capabilities, with the first vessel expected to be delivered in 2028.

 

The Coast Guard said the contracts, also awarded to Bollinger Shipyards for up to four additional cutters to be built in the United States, marked a significant step for U.S. national security. It said the Arctic Security Cutters would defend U.S. sovereignty, secure shipping lanes, protect energy and mineral resources, and counter adversaries’ activity in the Arctic region.

RMC Chief Executive Mika Nieminen described the contract as a milestone for both the company and Finland’s maritime sector, saying: “The awarded contract marks a historic milestone. It is a major vote of confidence in RMC and in the Finnish maritime industry network.” He added: “We secured this significant deal thanks to our expertise and capability to build the ships within the required timeframe. Our fast delivery times make us the most affordable option on the market.”

Nieminen said the company’s priority was disciplined execution and operational readiness, stating: “Our focus is straightforward: execute with discipline, manage risk rigorously, and deliver two cutters that are ready to operate in the world’s harshest maritime environment from day one.” The vessels will be built with the participation of Satakunta University of Applied Sciences as a training partner and in cooperation with U.S. shipbuilder Bollinger Shipyards.

U.S. officials said the programme reflected a renewed focus on Arctic security, with Homeland Security Secretary Kristi Noem stating: “Revitalizing the U.S. Coast Guard’s icebreaking capabilities is crucial for our security and prosperity, and today’s announcement is an important step in that direction.” Acting Coast Guard Commandant Adm. Kevin E. Lunday added: “These awards represent decisive action to guarantee American security in the Arctic,” saying the cutters would ensure the service’s ability “to control, secure, and defend our northern border and maritime approaches – without question.”

The Arctic Security Cutters will be based on a mature Multi-Purpose Icebreaker design developed by Seaspan Shipyards in cooperation with Aker Arctic Technology and are intended to support extended operations in heavy Arctic conditions. The programme forms part of the Coast Guard’s wider Force Design 2028 modernisation initiative to enhance readiness and operational capability in strategically important regions.
