Nearly 100 Joint Modernization Command personnel conducted the assessment during Avenger Triad 26. The wider exercise brought together 2,000 U.S. service members and 2,000 multinational personnel at command posts in France, Germany, the Netherlands and Poland.
“I’d say the majority of our insights addressed command and control overmatch,” said Lt. Col. Zachary Quintana, the assessment team lead. “That is a well-defined gap.”
The work included Multi-Domain Command–Europe, created at the beginning of 2026, alongside the Theater Strike Effects Group and Theater Information Advantage Detachment. Planners assessed how those formations, their concepts and their technology could improve command and control against an opponent.
“We looked at how do these formations, concepts, and capabilities tie to our warfighting gaps, looking to inform the Army on how a particular formation, utilizing a particular technology, can achieve command and control overmatch and give us an advantage against the enemy,” said Maj. Javoria Collier, a JMC experimentation planner. The assessment was guided by the Army’s recently published “How the Army Fights” document.
The team also beta-tested an upgraded dashboard designed to connect findings across experiments and give leaders real-time access to assessment information. JMC’s Data Science Solutions Team and Operations Research / Systems Analysis team are developing the tool.
“Joint Modernization Command is working alongside Army organizations and joint partners to identify, assess, and help close critical warfighting gaps, ensuring formations are better prepared, more integrated, and ready to succeed against future threats,” said Brig. Gen. Jennifer Mykins, the command’s commander. Findings will be shared with Army modernization organizations and incorporated into further experiments.
Quintana said the assessment drew on lessons from Operation Epic Fury in Iran and the Russia-Ukraine conflict. Electronic warfare, space capabilities and protection against unmanned aircraft were among the areas informing the work.
