The company said the agreement builds on the Strategic Partnership Agreement announced in late 2025 between the Defence Investment Agency, Telesat and MDA Space for the ESCP-P programme. Telesat said the arrangement reflects Canada’s strategy to use commercial expertise and innovation to accelerate delivery of critical sovereign capabilities.
Telesat expects to deliver a comprehensive solution for the Canadian Armed Forces across Canada’s Arctic region, spanning 65 degrees to 90 degrees North latitude. The programme is also expected to include end-to-end network integration services, user terminals, ground and control infrastructure, training, and support services.

“Telesat Lightspeed will help strengthen the CAF’s ability to maintain persistent communications, operational awareness and mission success across the strategically vital Arctic domain.” The company said the agreement remains subject to the execution of a definitive contract by the parties.
Telesat said it expects the definitive contract to be completed in the coming weeks. After execution, the company intends to provide more detailed information about the expected financial impact of the agreement.
The company said the agreement and the anticipated definitive contract will not affect the timing of Telesat Lightspeed global service delivery. Telesat said global service delivery remains on track for the first quarter of 2028.
