Ebbing ANGB was chosen as the final location for FMS training in March 2023, following a thorough environmental impact statement. This initial analysis permitted the base to accommodate up to 24 F-35 aircraft, which will now increase to a potential maximum of 36 to meet growing demand.
The expansion comes as more countries join the FMS programme to purchase the F-35 and receive related training. To support this enhanced mission, the base will also see an increase in staffing, with nearly 200 personnel set to join the operations.

The Foreign Military Sales programme, authorised under the Arms Export Control Act, is a key tool in U.S. security policy. It allows the sale of defence equipment, training, and services to foreign nations, with the aim of bolstering U.S. national security and fostering global stability.
As part of this development, the Department of the Air Force will conduct a supplemental Environmental Impact Statement. This review will ensure Ebbing ANGB can effectively support the additional aircraft and related operations.
