Ukrainian President Volodymyr Zelenskyy said Ukraine’s air defences failed to shoot down Russian ballistic missiles during a major attack on Kyiv because of insufficient supplies of interceptor missiles. His comments came after Russia launched a barrage of about 351 drones and 68 missiles, hours before a NATO summit in Ankara was due to begin on Tuesday.

The attack struck several districts of the Ukrainian capital, killing at least 11 people and injuring more than 60 others. Rescue operations were still under way on Monday, with damage reported at more than 10 sites, including residential buildings.

“Our warriors performed well today in intercepting drones and cruise missiles, but unfortunately not Russian ballistic missiles. And the reason lies in the insufficient supply of interceptor missiles,” Zelenskyy wrote on X on Monday morning.

“It is critically important that the world – first and foremost the United States and our European partners – come out of the NATO Summit in Ankara with strong decisions in support of our air defense, and thus the protection of ordinary people’s lives,” he said. Zelenskyy added that as long as Patriot missiles remain with Ukraine’s allies and not with Kyiv, Russia will keep “vanquishing residential buildings”.

“The United States and Europe have enough strength to stop this terror,” he continued. Zelenskyy said 64 people had been rescued so far, including two children, and that “more than 400 first responders and police officers” had been deployed.

Ukraine’s air force said Russia fired 68 missiles, including 23 ballistic missiles and six hypersonic or supersonic missiles, along with 351 drones. It said 37 missiles and 326 drones were intercepted or neutralised, but none of the ballistic or hypersonic missiles were shot down.

The strike was the latest in a series of large-scale Russian aerial attacks on Ukrainian cities. Officials said earlier attacks this week had killed more than 30 people in Kyiv alone.

European Commission President Ursula von der Leyen said air defence would be a central focus of talks in Ankara. “Ukraine urgently needs more air defense. We will discuss it this week in Ankara at the NATO Summit,” she said, adding that the EU had already provided the first tranche of a €90 billion loan package to strengthen Ukraine’s defence, with “more is coming very soon.”
