In partnership with L3Harris Technologies, Booz Allen aims to rapidly prototype a mobile battle management system to enhance Combined Joint All-Domain Command and Control (CJADC2). TOC-L is designed to improve tactical decision-making by enabling rapid deployment and relocation of command and control (C2) capabilities.
The TOC-L prototype will be built upon Booz Allen’s Modular Detachment Kit (MDK), a fielded system that has shown operational success in live-fire exercises. “With Modular Detachment Kit, we launched an investment to develop a C2 solution that met the expectations of the warfighters on our team, many of whom continue to serve in National Guard and Reserve duties,” said Steve Escaravage, president of Booz Allen’s Defense Technology Group.
Escaravage added, “The resulting solution was engineered to meet the nuanced needs of today’s mission and operating environments—balancing flexibility, security, and intuitiveness in use.” The system has already demonstrated capability in over 20 large-scale exercises and experiments.
Development and production of the prototype will take place at Booz Allen’s C2 Tech Facility in North Charleston, South Carolina, and its Flagship Engineering Facility in Panama City Beach, Florida. These facilities are part of a national network of more than 20 tech sites operated by the company.

L3Harris will support the programme through its expertise in tactical communications, scalable sensors, mission system integration, and cyber sustainment. The company will help maintain and modernise TOC-L across various combatant commands.

The initiative supports the Department of the Air Force’s Program Executive Office for Command, Control, Communications, and Battle Management (DAF PEO C3BM). Its mission is to build an integrated Battle Network architecture for the Air Force, ensuring rapid technology integration and superior capability over adversaries.
