Operational costs will account for EUR 2.5 billion of the total. These include EUR 869 million for salaries, EUR 218 million for training and conscript maintenance, EUR 348 million for infrastructure, and EUR 447 million for materials and equipment. Additional expenses amounting to EUR 661 million are also included in this category.
The budget outlines EUR 202 million for an initiative to procure new aircraft and support operational needs between 2025 and 2029. This is part of a broader effort to strengthen Finland’s defence capabilities across multiple domains, including land, sea, and air forces.
Furthermore, EUR 1.5 billion will be allocated to material expenditures, such as the development of reconnaissance and communication systems. These funds will also support the enhancement of military capabilities in all branches, with a focus on development projects stretching into 2029.
A significant portion of the budget, EUR 1.9 billion, is earmarked for the acquisition of F-35A multirole fighter aircraft. Finland plans to receive its first deliveries of these advanced jets by the end of 2025. Additionally, EUR 156 million will be devoted to NATO-related costs, reflecting Finland’s efforts to bolster interoperability and readiness within the alliance. Of this sum, EUR 26 million will come from NATO’s collective budget.
