Leonardo will lead overall data integration and manage institutional engagement across Europe through its geospatial solutions, while HawkEye 360 will provide dedicated RF data capacity tailored to European operational requirements. The initial phase will add a customized RF layer to Leonardo’s global intelligence, surveillance and reconnaissance service offering, including exclusively reserved capacity for defined European areas of interest.
Data generated under the arrangement will be delivered through Italian ground stations and European Union-based cloud infrastructure. The companies said the approach is intended to reduce latency and strengthen European data sovereignty.
“We are aligning closely with Leonardo to contribute advanced RF sensing capabilities to Europe’s sovereign ISR frameworks,” said John Serafini, Chief Executive Officer of HawkEye 360. “Our technology is adaptable and matured through years of operational heritage, and this collaboration represents an important step in supporting European nations with reliable, integrated RF insights embedded within their own architectures.”
The memorandum also establishes a phased pathway for broader industrial cooperation over the coming years. The companies plan to explore collaboration on RF localization, electro-optical and hyperspectral payload technologies, including their evolution, manufacturing and hosting on their respective systems.
The agreement also covers plans to expand interoperability between HawkEye 360’s RF analytics and Leonardo’s sensing solutions. The companies said this work is intended to support a scalable industrial partnership around future European intelligence capabilities.

HawkEye 360 uses space-based collection, proprietary signal processing and artificial intelligence-powered analytics to detect, geolocate and characterize radio-frequency emissions worldwide. The company provides RF data and analytics to defense, intelligence and national security organizations, including the U.S. government and allied partners.
