Since the start of Russiaās invasion of Ukraine in February 2022, Sweden has contributed a total of SEK 48.1 billion in military aid. In 2024 alone, Sweden has allocated SEK 25 billion to support Ukraineās defence efforts.
New focus on production and procurement
With the introduction of this latest package, Sweden is entering a new phase of its support, shifting towards increased production rather than solely relying on donations. The package includes three major procurements of high-priority materiel for Ukraine, valued at approximately SEK 600 million. These procurements will be managed by the Swedish Armed Forces or the Swedish Defence Materiel Administration.
Among the planned procurements is the acquisition of 40 mm ammunition for the Combat Vehicle 90s, which have proven valuable in Ukraine after Swedenās previous donation of 50 units. Additionally, camouflage equipment for over 200 armoured tracked personnel carriers (PBV 302) will be procured to enhance the covert operational capabilities of Ukrainian units. To meet the ongoing demand for small flying drones, the Swedish Government also intends to provide additional funding for this area.
Enhanced land defence capabilities
The new support package includes ground combat military equipment valued at SEK 500 million. As Ukraine faces continued threats from Russian attacks on civilian and military infrastructure, there is a significant need for anti-aircraft missile systems. Sweden has responded by including Robot System 70 anti-aircraft missile systems in this package.
In response to Ukraineās specific requests for anti-tank weapons and mines, the package also comprises armoured shots, recoilless rifles, and anti-tank mines. Additional items include protective face masks and equipment for operations in contaminated environments, grenade launchers with ammunition, recoilless rifles with ammunition, small-calibre ammunition, training equipment for Ukrainian recruits, and winter equipment for soldiers.
Support for naval defence
Given the ongoing Russian threat to Ukrainian merchant vessels and the extensive fighting along riverfronts, Sweden is also providing marine equipment worth approximately SEK 500 million. This includes the transfer of six Combat Boat 90s to the Ukrainian Navy, alongside a marine supply solution to support maintenance and resilience. Two launching trailers capable of handling various types of boats, including the Combat Boat 90, will also be delivered.
Future support for JAS 39 Gripen
While the immediate transfer of JAS Gripen aircraft to Ukraine is not currently feasible due to the prioritisation of F-16 fighters, Sweden is laying the groundwork for potential future support. The current package includes the acquisition of JAS 39 Gripen materiel parts valued at SEK 2.3 billion. These parts, initially intended for reuse in new aircraft construction, will preserve several JAS 39C/D units from dismantling, allowing them to be considered for future donation if deemed appropriate by the Swedish Government.
Financial contributions
The package also allocates approximately SEK 700 million in financial donations to various funds and multilateral initiatives in 2024. These include both short-term initiatives focused on specific materiel, such as ammunition, and ongoing contributions to permanent funds like the UK-led International Fund for Ukraine.
