The agreement, signed on Friday, aims to maximise Ukraine’s production capacity and streamline the supply of critical equipment to its armed forces.
The framework Norway will adopt is inspired by Denmark’s financing model for Ukrainian projects. This system enables funds to be used directly for procurement from Ukrainian manufacturers, ensuring faster delivery to frontline units. Norway intends to join this proven mechanism, leveraging its efficiency to have an immediate impact.
“Ukraine’s defence industry must be enabled to produce as much equipment as possible for its armed forces,” Gram emphasised. Ukrainian authorities have identified unused production capacity, which this initiative seeks to activate. This approach is expected to shorten the time needed to get essential weapons and ammunition into the hands of Ukrainian soldiers.
During their discussions, Gram and Umerov reiterated the existential importance of Ukraine’s fight for European security. “Ukraine’s fight is existential and critical for the security of all of Europe. It is essential that we maintain and strengthen Western support for Ukraine and continually explore new ways to contribute to their struggle,” Gram said.
The initiative aligns with broader Norwegian support for Ukraine, which has already seen Norway transfer defence technology and equipment from its stockpiles. The new agreement, however, reflects a shift towards long-term collaboration and sustainability in military assistance.
The financial support for this initiative will be channelled through the Nansen Support Programme, a framework that the Norwegian Government is proposing to expand significantly. The programme’s budget is expected to increase from NOK 75 billion (€6.3 billion) to at least NOK 135 billion (€11.4 billion) and extend its timeline to 2030. Monitoring systems will ensure transparency and accountability for the funds and projects supported under the initiative.
Norway and Denmark will work together to formalise agreements on the use of Norwegian funds, with Ukraine proposing specific projects to be reviewed and approved by Danish authorities. This cooperative approach ensures that the support remains closely aligned with Ukraine’s priorities.
The Memorandum of Understanding signed by Gram and Umerov establishes principles and goals for enhanced military cooperation. “This agreement is crucial to better support Ukraine’s defence efforts and develop the potential for further cooperation,” said Gram. He noted that while Norway has donated equipment from its stockpiles, alternative methods of assistance are now vital for sustaining Ukraine’s defence capabilities.
As the collaboration deepens, Norway’s commitment underscores the country’s strategic stance on European security and its unwavering support for Ukraine’s sovereignty. The new framework ensures that both immediate and long-term military needs of Ukraine are addressed effectively.
