OCCAR: Common Interoperable Layer delivered for MUSIS Programme

The OCCAR MUSIS (MUltinational Space-based Imaging System) Programme has completed the delivery of the Common Interoperable Layer (CIL), supporting space-based imaging cooperation between France and Italy. This development enhances secure access to each nation’s satellite systems for reconnaissance and surveillance purposes.

 

MUSIS integrates two national space-based imaging systems: the French Optical Space Component (CSO) and the Italian COSMO-SkyMed Second Generation (CSG). CSO provides high-resolution optical imagery, while CSG utilises Synthetic-Aperture Radar (SAR) technology to capture high-resolution images in various weather conditions, including through cloud cover.

The CIL facilitates interoperability by enabling users from one country to task the satellite systems of the other and securely receive, store, and retrieve imagery. This ensures effective integration of both space-based assets and optimised utilisation of reconnaissance capabilities.

The MUSIS programme was formally integrated into OCCAR in May 2011, with development commencing in 2019. The system was developed by an industrial consortium, including Thales Alenia Space Italia and Airbus Defence and Space, key players in the aerospace and defence sector.

Operational trials of the system began in November 2024 following qualification, representing the final stage before full operational deployment. The trials were conducted to ensure the system meets the operational requirements of both participating nations.

Following acceptance, in-service support has commenced, with a consortium led by Telespazio and Airbus Defence and Space overseeing maintenance and operational continuity. This phase is planned to extend over the next 15 years.

The delivery of the CIL marks a key step in strengthening cooperation between France and Italy in space-based imaging. The project is supported by the Italian Secretariat General of Defence (SGD/DNA) and the French Armaments General Directorate (DGA), contributing to enhanced security and strategic capabilities for both nations.
