Signed on 27 November 2024, the contract outlines that the initial 278 vehicles will be manufactured in Türkiye. The remaining vehicles will be produced locally in Romania, supporting the country’s defence industry. Deliveries are scheduled to begin in the last quarter of 2025 and will continue in batches over a five-year period. Additionally, the contract includes integrated logistics support services to ensure the vehicles’ long-term operational readiness.
The tender process began on 20 March 2024, when Otokar submitted its bid to the Romanian MoD’s company, Romtehnica. Following a rigorous evaluation process that included technical assessments, field tests, and commercial reviews, Otokar was invited for contract discussions on 4 October 2024. The deal represents a key milestone in Romania’s defence modernisation efforts and strengthens bilateral cooperation with Türkiye.
The COBRA II is a versatile tactical vehicle developed by Otokar, a company with nearly 40 years of experience in the defence sector. First introduced in 2013, the COBRA II has been designed in over 30 configurations to meet a variety of mission-specific requirements. More than 20 customers across 13 countries, including NATO and UN member states, actively use the COBRA II platform.
