The memorandum establishes a framework for joint projects focused on defence data exchange and analytics. It includes analysis of German weapons systems such as the PzH 2000, RCH 155 and IRIS-T, as well as the sharing of Ukrainian combat data and operational expertise.
“Ukraine shares unique battlefield data, granting partners access to it to train and enhance AI models and develop analytical solutions. This is the first project of this scale in the world focused on developing defence-related artificial intelligence solutions,” said Fedorov.
Partners will gain access to combat data from systems including DELTA and other digital platforms. Ukrainian officials said this would support the development of new technologies and strengthen operational capabilities on both sides.
The agreement is intended to create a new model of defence cooperation based on mutual benefit and shared technological development. Ukrainian officials said the initiative aligns with broader efforts to address defence needs through international partnerships.
Separate discussions between the two countries have also led to decisions on future military support for Ukraine. These include the provision of missiles, including PAC-2, and launchers for IRIS-T air defence systems to strengthen the protection of Ukrainian airspace.
Ukrainian authorities also highlighted ongoing work on a bilateral agreement on drones between Kyiv and Berlin. Teams from both countries are continuing to develop the next steps of this initiative.
The memorandum is expected to expand cooperation in defence technologies and data-driven capabilities. Officials said it enables partners to access combat experience while supporting Ukraine’s operational effectiveness and defence planning priorities.
