“Second – we are actively seeking ways to secure ballistic missile defense capabilities and other air defense systems against missiles,” Zelenskyy said. He added that the situation is becoming more complex as “the war in Iran is significantly complicating the supply of interceptor missiles.”
The president emphasised that responsibility lies across diplomatic and military channels to ensure previously agreed support is delivered. “There is personal responsibility – for our diplomats, for the military command in their respective areas, and for all involved government officials – to ensure that the commitments our partners have already made are fulfilled,” he stated.
Zelenskyy noted that Ukraine has recently received contributions from European partners under the PURL initiative. “Over the past week, we have received three contributions to the PURL initiative – from three European countries,” he said, adding that further contributions are expected in May.
He also highlighted the importance of developing alternative solutions to address capability gaps. “We are also working on alternatives,” Zelenskyy said, while pointing to long-term strategic goals for national defence.
“In the long term, strategically, Ukraine must have its own ballistic missile defense system – either developed independently or jointly with partners, strong partners who are truly ready to work and who understand what kind of challenge it is,” he said. He linked this objective to broader efforts to counter Russia’s ongoing military production.
Zelenskyy underlined that Russia continues to expand its defence industry, requiring sustained countermeasures. “Russia is not slowing down its military industry – only we are reducing its pace through our Ukrainian long-range sanctions,” he said.
He added that Ukraine is working with partners to disrupt supply chains supporting Russian weapons production. “We are also working actively with partners to ensure they use every possible method to cut off supplies of components and machine tools for weapons production in Russia,” he said.
The president also pointed to progress in Ukraine’s domestic defence production, including systems supporting frontline operations. He noted that increased production of drones, artillery and munitions is contributing to operational effectiveness.
“Ukraine’s defense development must result in its own range of key weapons, along with corresponding joint production and joint programs with our partners,” Zelenskyy said.
